July 25, 2019 Board Meeting Agenda

A special called meeting of the Board of Voter Registration & Elections of Pickens County will be held Thursday, July 25, 2019 at 4:30pm in the Board Room inside the Pickens County Administration Facility (222 McDaniel Ave Pickens, SC 29671).

4. Public Comment Period

This is an opportunity for citizens to come before the Board with various issues. Each person is limited to 5-minutes of speaking time. Maximum total public comment time is 20 minutes.

5. Motion period for old and new business:

a. Old Business

1. Consider the proposed contract between Pickens County Government and the Board titled “Agreement for Conduct of Elections.”

2. Consider permanently moving the 123 South Pickens Precinct from Lakeview Baptist Church (107 Mauldin Lake Rd Pickens SC 29671) to either of the following potential polling places pending final approval by the Pickens County Legislative Delegation.:
Option 1: SC Forestry Commission Office in Pickens (130 McDaniel AVE Pickens, SC 29671)
Option 2: Griffin Ebenezer Baptist Church (450 Garvin St, Pickens, SC 29671)
This move will affect 1,143 registered voters. All affected registered voters will be mailed a new voter registration card indicating their polling place has permanently changed. Due to school classes being held at the Lakeview Baptist Church and space availability, we were notified by a church official we could no longer use their church as a polling place. Pickens Church of God, which was considered at the July 8, 2019 meeting, notified us the church deacons declined our request to become a polling place.

b. New Business

1. Consider requesting that the City of Pickens move their polling place for Pooled Precincts for municipal elections from the Fire Station behind City Hall (302 Johnson ST Pickens, SC 29671) to the City of Pickens Maintenance Building (33 Railroad St, Pickens, SC 29671). If the Board approves, the Pickens City Council will need to amend their municipal election ordinance. All affected registered voters will be mailed a letter indicating their polling place has permanently changed for municipal elections only. The City of Pickens Maintenance Building has HVAC and room to drop off and securely store election equipment prior to an election.

2. Update on the proposed contract between the South Carolina State Election Commission, Pickens County Government, and the Board as it relates to the transfer of ownership, statement of value, maintenance costs, and requirements associated with the new voting system.
