July 8, 2019 Board Meeting Agenda

A regular meeting of the Board of Voter Registration & Elections of Pickens County will be held Monday, July 8, 2019 at 4:30pm in the Board Room inside the Pickens County Administration Facility (222 McDaniel Ave Pickens, SC 29671).

This is an opportunity for citizens to come before the Board with various issues. Each person is limited to 5-minutes of speaking time. Maximum total public comment time is 20 minutes.

5. Motion period for old and new business:

a. New Business

1. Consider the proposed contract between Pickens County Government and the Board titled “Agreement for Election Office Assistance.”

2. Consider the proposed contract between the South Carolina State Election Commission, Pickens County Government, and the Board as it relates to the transfer of ownership, statement of value, maintenance costs, and requirements associated with the new voting system.

3. Consider the Director’s proposed plan to have Board Members volunteer to supplement Department staff during designated times to assist with answering phones on the day of large elections to make certain the Department has the capacity to answer phones in addition to other required Department functions.

4. Consider the Director’s proposed plan to restructure the Rover/Election Technician Team to place it under the supervision of the Board’s Director or his designate and to align its responsibilities and functions with State Election Commission procedure to include: reporting to assigned locations beginning at 5:30am on election morning to assist with opening procedures, traveling to and checking on assigned precincts throughout the day, responding to all calls for assistance from assigned precincts throughout the day, and assisting with precinct closing procedures and responsibilities. Responsibilities also include bringing additional supplies to assigned precincts as may be needed, providing technical assistance with the voting equipment and poll books, assisting in clearing paper jams, and making certain proper procedures are being followed at the precincts. Rovers receive a stipend funded by the State Election Commission in addition to mileage in their personal vehicles.

Consider the Director’s proposed plan to ask that the Pickens County Information Systems Department be responsible for the delivery of the Board’s new optical scanners and tables to the assigned precincts on the day prior to each election and to be responsible for promptly retrieving the optical scanners and tables the morning following the election and returning them to the Board’s office.

6. Consider the Director’s proposed plan to amend the responsibilities of the Precinct Poll Clerks so as to further require attending a clerk specific training class in addition to the normal poll manager training class, to require reporting to the Board’s Office at the designated prearranged appointment to inspect and take custody of the precinct’s supplies, ballot marking devices, poll books, and other related supplies, and to require that the Clerk return all precinct supplies, equipment (other than the scanners themselves), and ballots to the Board’s office immediately after polls close on election night.

7. Discussion on the SC Registration & Election Officials Mid-Year Conference and State Election Commission training class.

8. Consider temporarily moving the 107 Issaquena from Mt Tabor Baptist Church (827 Old Greenville Hwy Clemson SC 29631) to the Central / Clemson Library (105 Commons Way Central SC 29630) and consolidate it with 108 West Central Precinct for the November 5, 2019 Town of Central Municipal Election and any subsequent runoff election. This move will affect 10 registered voters. All affected registered voters will be mailed a letter notifying them of the temporary move.

9. Consider temporarily moving the 110 Pike (129 voters) from R C Edwards Middle School (1157 Madden Bridge Rd Central SC 29630) to the Central First Baptist Church (207 Johnson Rd Central SC 29630) and consolidate it with the 109 N Central Precinct for the November 5, 2019 Town of Central Municipal Election and any subsequent runoff election. This move will affect 129 registered voters. All affected registered voters will be mailed a letter notifying them of the temporary move.

10. Consider temporarily moving the 134 Arial Mill Precinct from the Arial Mill Baptist Church (618 Rice Rd Easley, SC 29640) to the Jones Avenue Baptist Church (614 Ross Ave Easley SC 29640) and consolidate it with the 157 Fruit Mountain Precinct and 137 Woodside Precinct for the November 5, 2019 City of Easley Municipal Election and any subsequent runoff election. This move will affect 2 registered voters. All affected registered voters will be mailed a letter notifying them of the temporary move.

11. Consider permanently moving the 123 South Pickens Precinct from Lakeview Baptist Church (107 Mauldin Lake Rd Pickens SC 29671) to the Pickens Church of God (127 McDaniel Ave, Pickens, SC 29671), pending official permission by the deacons of the church and final approval by the Pickens County Legislative Delegation. This move will affect 1,143 registered voters. All affected registered voters will be mailed a new voter registration card indicating their polling place has permanently changed. Due to school classes being held at the Lakeview Baptist Church and space availability, we were notified by a church official we could no longer use their church as a polling place.
