Town of Central Special Election – April 9, 2019

This notice is to the citizens residing inside the incorporated municipal boundary of the Town of Central, South Carolina.  Brandon Thomas resigned from his seat on Central Town Council on Monday, January 14, 2019. In accordance with SC Code of Laws 7-13-190 (C), a special election shall be held on Tuesday, April 9, 2019 to fill his unexpired term on Central Town Council.

Registered voters who have lived in and have been a resident of this municipality for a period of not less than 30 days immediately preceding the date of this election may file as a candidate beginning at Noon on Friday February 1, 2019 until filing closes at Noon on Monday, February 11, 2019.  Candidates will file with the Town Clerk at the Central Town Hall (1067 W Main Street, Central, SC 29630) during normal business hours (8:00 AM to 5:00 PM Monday through Friday).  At the time of filing, each candidate must submit a Statement of Candidacy form and pay the filing fee of fifty dollars ($50). 

Candidates are also required to file a Statement of Economics Interests form and Campaign Disclosure forms electronically with the SC State Ethics Commission on their website:  https://ethics.sc.gov/

Voters may write-in any other qualified person using the write-in blank.

Every person offering to vote in this election must be registered on the County Books of Registration, as an elector and a resident of the Town of Central, 30 days prior to the date of election. Any person wishing to vote in this election must register no later than Sunday, March 10, 2019. Voter Registration by mail forms will be accepted if postmarked by Monday, March 11, 2019.   To register to vote in Pickens County or update your address and/or other voter registration information:

  • Visit the Office of The Board of Voter Registration and Elections of Pickens County at 222 McDaniel Ave Pickens, SC 29671. The office is open Monday through Friday from 8am to 5:00pm.

Registered electors who cannot vote in person on the day of the election may be eligible to vote by absentee ballot. Absentee ballot application requests can be made by going to our website: https://pickenselections.org/absentee-application-request/ or by coming in-person to the Office of the Board of Voter Registration and Elections of Pickens County in the Administrative Facility located at 222 McDaniel Ave, Pickens SC 29671. In-person absentee voting will be available beginning March 11, 2019 through April 8, 2019 during normal office hours of Monday through Friday 8 a.m. to 5 p.m.

Voters will be asked to provide one of the following Photo IDs at their polling place.

  • S.C. Driver’s License
  • ID Card issued by S.C. Department of Motor Vehicles
  • S.C. Voter Registration Card with Photo
  • Federal Military ID
  • U.S. Passport

If you have one of these IDs, you are ready to vote.  Voters should remember to bring one of these IDs with them to the polling place.  Voters without Photo ID can get one free of charge from the Department of Motor Vehicles or their county voter registration office.  Voters who encounter an obstacle to getting a Photo ID should bring their paper voter registration card without a photo with them to their polling place.  These voters can then sign an affidavit swearing to their identity and to their obstacle to obtaining a Photo ID and vote a provisional ballot.  This ballot will count unless the county board of voter registration and elections has grounds to believe the affidavit is false.  For more information on Photo ID, visit scVOTES.org or contact your county board of voter registration and elections.

At 9:00 a.m. on April 9, 2019, the County Board of Voter Registration and Elections will begin its examination of the absentee ballot return envelopes in the Office of the Board of Voter Registration & Elections of Pickens County inside the Pickens County Administration Facility located at 222 McDaniel Ave, Pickens, SC 29671.  

At 9:00 AM on April 11, 2019, the Board of Voter Registration & Elections of Pickens County serving as the County Board of Canvassers will hold a hearing to determine the validity of all provisional ballots cast in this election.  This hearing will be held in the Board Room inside the Pickens County Administration Facility located at 222 McDaniel Ave, Pickens, SC 29671.
