Notice of Special Election for Liberty City Council Ward 4

On December 11, 2017, Liberty City Council Ward 4 Member Brian Petersen submitted his resignation from Liberty City Council prior to taking office as Mayor of Liberty. In accordance with SC Code of Laws 7-13-190 (C), a special election shall be held on Tuesday, March 6, 2018 to fill his unexpired term on Liberty City Council Ward 4. This is a non-partisan election and no party affiliation shall be placed on the ballot.

Registered voters who have lived in and have been a resident of this municipality for a period of not less than 30 days immediately preceding the date of this election and resident of Liberty City Council Ward 4 may file as a candidate beginning at Noon on Friday, December 29, 2017 until filing closes at Noon on Monday, January 8, 2018. Candidates will file with the City Clerk at Liberty City Hall (206 W Front St. Liberty, SC 29657) during normal business hours of M-F 8AM-5PM (closed 12:00pm to 1:00pm for lunch). At the time of filing, each candidate must complete a Statement of Intention of Candidacy Form and pay the filing fee of twenty-five dollars ($25).

Candidates are required to file Statement of Economic Interests Forms and Campaign Disclosure Forms online with the State Ethics Commission at http://ethics.sc.gov. Failure to file these documents may result in a candidate fine but will not disqualify a candidate from the election. Contact the State Ethics Commission for more information.

2017 Act No. 15, Section 2, deleted SC Code of Laws 7-13-190 (E) effective January 1, 2018, which had previously related to exemptions from holding certain special and municipal general elections. As a result, the special election will be held Tuesday, March 6, 2018 irregardless of the number of candidates that file.

Every person offering to vote in this Special Election must be duly registered on the County Books of Registration, as an elector and a resident of the City of Liberty, 30 days prior to the date of election. The last day to register to vote (or update your voter registration information) for this Special Election depends on the method of registration:

  • Deadline to register to vote in-person in our office – 5pm, Friday, February 2, 2018
  • Deadline to register online, or by fax or email – 11:59pm Sunday, February 4, 2018
  • Deadline to register to vote by mail – Application must be postmarked by Monday, February 5, 2018

The processing of absentee ballots will begin at 9:00am on election morning, March 6, 2018, in the Board of Voter Registration and Elections of Pickens County in the Administration Facility located at 222 McDaniel Ave. Pickens, SC 29671.

The provisional ballot hearing and canvass for this Municipal Election will be held Thursday, March 8, 2018 at 9:00am in the Board Room inside the Pickens County Administration Facility located at 222 McDaniel Ave. Pickens, SC 29671.

Registered electors who cannot vote in person may be eligible to vote by absentee ballot. Absentee ballot application requests can be made by going to our website: https://pickenselections.org/absentee-application-request/

A runoff election, if necessary, will be held two weeks after the election on Tuesday, March 20, 2018.
