Chairperson Sheree Chapman called the meeting to order and welcomed those in attendance at 4:30pm.

Mr. Thompson provided the Invocation.

Ms. Chapman asked for a motion to be made to approve the meeting minutes from January 17, 2017. Ms. Robinson made motion to approve the minutes. Ms. Campbell seconded the motion. All in favor and with no discussion was passed unanimously.

There was no public present.

Ms. Chapman turned meeting over to Director Allen for his report.

Director Allen announced the SEC certification training class to be held on August 15, 2017 in Laurens County. This is required so board members can keep their certification up to date with the State Election Commission. Mr. Allen reminded board members about filing their ethics forms by Noon on March 31, 2017, and recommended they watch the webinar video that explains the changes to the form at

Director Allen stated that Grace United Methodist Church cannot be used as a polling location due to conflicting schedules, so during new business portion of the meeting the board will need to vote on a new location for the South Pickens Precinct.

Director Allen mentioned that the funding of the voting machines refresh is being voted on by the State Legislature. If this passes all voting machines will get new touch screens and batteries, plus the M100 and M650 will be replaced with newer model scanners (DS200’s and DS850’s). Also voting booths and communication packs will be serviced, and tabulation computers will have an upgraded version of Unity software installed.

Director Allen spoke briefly about the State of Georgia’s data breach that happened the prior week.

Director Allen gave an update of the upcoming Veterans Affairs Officer Advisory Election which is scheduled for Saturday, May 13, 2017. Candidate filing is from Monday, March 27, 2017 through Friday, April 7, 2017 and candidates are required to show form DD214 when filing for this office. Mr. Allen stated Pickens County is the only county in the state that holds an election for this office. Five local schools have been approved for use for the election, clerks have been assigned, and the poll manager training class date is set. Only Pickens County residents who were honorably discharged from military service are eligible to vote in this election. Proof of being a veteran and resident of this county is required. Voters do not have to be a registered voter. Mr. Allen stated we need at least one board member the here on election night, and will need four board members for election certification on Tuesday, May 16, 2017 at 9am.

Director Allen mentioned that the next board meeting is scheduled for Tuesday, April 4, 2017.

Director Allen turned the meeting back over to Chairperson Chapman.

Chairperson Chapman asked if there were any old or new business.

New Business:

  • Chapman asked that a motion be made to permanently move the South Pickens Precinct from Grace United Methodist Church located at 309 E Cedar Rock St. Pickens, SC to Lakeview Baptist Church located at 107 Mauldin Lake Rd. Pickens, SC. Ms. Campbell made motion that the South Pickens Precinct be moved from Grace United Baptist Church to Lakeview Baptist Church. Ms. Hane seconded the motion. All in favor and with no discussion was passed unanimously.

Chairperson Chapman asked for a motion to be made to adjourn meeting. Ms. Robinson made motion to adjourn meeting. Ms. Weeks seconded the motion. All in favor and with no discussion meeting was adjourned at 4:59pm.
