THIS MEETING OF THE BOARD OF VOTER REGISTRATION AND ELECTIONS OF PICKENS COUNTY WAS HELD PURSUANT TO THE FREEDOM OF INFORMATION ACT AND ALL REQUIRED NOTIFICATIONS WERE MADE.

Chairperson Geneva Robinson called the meeting to order with a welcome to those in attendance at 4:30pm.

Herb Thompson provided the Invocation.

Ms. Robinson asked for a motion to be made to approve meeting minutes from January 5, 2016 Board of Voter Registration and Elections of Pickens County Meeting. Ms. Weeks made the motion to accept the minutes as they were presented. Ms. Campbell seconded the motion. All in favor and with no discussion was passed unanimously.

Ms. Robinson asked for a motion to be made to approve meeting minutes from February 2, 2016 Board of Voter Registration and Elections of Pickens County Meeting. Ms. Bowers made the motion to accept the minutes as they were presented. Ms. Weeks seconded the motion. All in favor and with no discussion was passed unanimously.

Ms. Robinson asked for a motion to be made to approve meeting minutes from February 25, 2016 Board of Voter Registration and Elections of Pickens County Meeting. Ms. Chapman made the motion to accept the minutes as they were presented. Ms. Bowers seconded the motion. All in favor and with no discussion was passed unanimously.

Ms. Robinson asked for a motion to be made to approve meeting minutes from March 3, 2016 Board of Voter Registration and Elections of Pickens County Meeting. Ms. Weeks made the motion to accept the minutes as they were presented. Mr. Thompson seconded the motion. All in favor and with no discussion was passed unanimously.

There was no public comment.

Ms. Robinson turned meeting over to Director Allen for his report.

Director Allen stated he was pleased with the outcome of the PPP Elections. Mr. Allen mentioned overall everything went extremely well. Mr. Allen also stated that Pickens County had the highest voter turnout in the state for the Republican PPP.
Director Allen announced that candidate filing was open from Tuesday, March 15, 2016 at Noon until Wednesday, March 30, 2016 at Noon, but the State Elections Commission required the office to be open on Easter Sunday, March 27, 2016 for four hours. This was in result of the new interpretation of the SC Code of Law Section 7-13-45. Mr. Allen did open the office from 1-5pm, and only one person filed that day which was around 4:20 that afternoon. Director Allen mentioned the following individuals filed to be candidates for the November 8, 2016 General Election. They are as follows:
• Auditor-Brent Suddeth, Republican
• Clerk of Court-Pat Welborn, Republican
• Coroner-Kandy C Kelley, Republican
• County Council District 3-All Republicans-Randy Crenshaw, Jimmy L Davis, Wes Hendricks, and Alex Saitta
• County Council District 4-All Republicans-Roy Costner, Keith Culbreath, and G Neil Smith
• County Council District 5-All Republicans-Mitch Bagwell, Chris Bowers, Robert H Sams, Harley Staton, and Jeff Willis
• County Council District 6-Both Republican-Carl Hudson and Daniel E Lee (withdrew)
• Sheriff-Both Republican-Rick Clark and Tim Morgan
• State Senate District 1-Thomas C Alexander, Republican
• State Senate District 2-All Republicans-Don Joslyn, Larry A Martin, Allan Quinn, and Rex Rice
• State House of Representative District 3-Gary Clary, Republican and Travis L McCurry, Libertarian
• State House of Representative District 4-Davey Hiott, Republican and Joey Lum, Libertarian
• State House of Representative District 5-Both Republican, Neal Collins and Rick Tate
• State House of Representative District 10-Joshua A Putnam, Republican
• Treasurer-Dale Looper, Republican
• US House of Representatives District 3-Hosea Cleveland, Democratic and Jeff Duncan, Republican
• US Senate-SC Seat 2- Bill Bledsoe, Constitution and Libertarian; Thomas Dixon, Democratic; Jim Hinkle, American; Rebel Michael Scarborough, American; and Tim Scott, Republican

Director Allen stated that the Statewide Republican/Democratic Primaries are scheduled for June 14, 2016 with certification hearing being held on June 16, 2016. Mr. Allen mentioned the Primary Runoff Election will be held on June 28, 2016 with certification hearing being held on June 30, 2016.

Director Allen mentioned there will also be a Special Election which is scheduled for June 21, 2016 for the Town of Six Mile, due to Jeffrey Dennis resignation dated March 28, 2016. Mr. Allen stated that the candidate filing period will be from Friday, April 15, 2016 at Noon until Monday, April 25, at Noon. The filing for this office takes place at Six Mile Town Hall.

Director Allen announced that next Board Meeting is scheduled for Tuesday, May 3, 2016 and turned the meeting back over to Chairperson Robinson.

Chairperson Robinson asked if there was any old or new business

Old Business:
Ms. Robinson asked for a motion to be made to table the performance evaluation form currently used. Ms. Bowers made a motion to table the performance evaluation form issue until a later date. Ms. Chapman seconded the motion. All in favor and with no discussion passed unanimously.

New Business:
1.) Ms. Robinson asked for a motion to be made to permanently move Precinct 124-East Pickens. Ms. Campbell made motion to permanently move the Precinct 124-East Pickens from the Pickens Senior Center (129 Schoolhouse St. Pickens, SC 29671) to The Mill Church (158 Woodrow St. Pickens, SC 29671). Mr. Thompson seconded the motion. All in favor and with no discussion passed unanimously.
2.) Ms. Robinson asked for motion to be made to permanently move Precinct 123-South Pickens. Ms. Weeks made a motion to permanently move Precinct 123-South Pickens from Holy Cross Catholic Church (558 Hampton Ave. Pickens, SC 29671) to Grace United Methodist Church (390 E. Cedar Rock St. Pickens, SC 29671) upon receipt of permission from the church’s governing body. Ms. Chapman seconded the motion. All in favor and with no discussion passed unanimously.
3.) Ms. Robinson mentioned the situation of Precinct 117-AR Lewis due to the closing of the school which is currently being used as a voting location.

4.) Ms. Robinson asked for a motion to be made to approve the back-up plan for machine delivery to be used in case of an emergency should occur and the Pickens County Information Systems Department is unable to assist in this process. 5.) Ms. Robinson asked for a motion to be made to accept the “Plan of Action and Agreement between The Board of Voter Registration and Elections of Pickens County (Board) and April Page Bagwell, Office Assistant/Coordinator (employee).” Ms. Bowers made a motion to accept the “Plan of Action and Agreement between the Board and Employee.” Ms. Chapman seconded the motion. All in favor and with no discussion passed unanimously.

Chairperson Robinson asked that a motion be made to adjourn. Ms. Campbell made motion to adjourn. Ms. Bowers seconded the motion. All in favor and with no discussion the meeting was adjourned at 5:45pm.

Chairperson Robinson asked for a motion to be made to go into executive session to discuss a personnel matter. Mr. Thompson made a motion to go into executive session to discuss a personnel matter. Ms. Campbell seconded the motion. There was an open discussion and no votes were taken. Mr. Thompson made motion to adjourn from executive session. Ms. Bowers seconded the motion. All in favor and with no discussion the meeting was adjourned at 6:00pm.
