THIS MEETING OF THE BOARD OF VOTER REGISTRATION AND ELECTIONS OF PICKENS COUNTY WAS HELD PURSUANT TO THE FREEDOM OF INFORMATION ACT AND ALL REQUIRED NOTIFICATIONS WERE MADE.

Chairperson Geneva Robinson called the meeting to order with a welcomed those in attendance.

Ms. Chapman provided the Invocation.

Ms. Robinson asked for a motion to be made to approve meeting minutes from December 1, 2015. Ms. Chapman made motion to approve the minutes. Mr. Thompson seconded the motion. All in favor and with no discussion was passed unanimously.

There was no public present.

Ms. Robinson turned meeting over to Director Allen for his report.

Director Allen stated that the Presidential Preference Primaries are just 2 weeks away, and that the he has predicted there will be a very low turnout for both about 30-35% for the Republican PPP and about 15-20% for the Democratic PPP. The state estimated around a 20% turnout for both. Mr. Allen mentioned the voting machines were almost completely prepared for both elections.

Mr. Allen explained the State Election Commission had informed the parties, county offices, and the media on Tuesday, January 19, 2016 that the deadline to register to vote in the Republican PPP was January 20, 2016, and for the Democratic PPP was January 27, 2016. The date had been changed from the deadline that was originally January 27, 2016 for both PPP elections and had been advertised to the public. Our office immediately made necessary changes to our website and sent out Facebook and email notifications to reflect this change.

Director Allen announced the candidates’ name that would be on the ballot for February and they were as follows:

1.) Republican PPP-Jeb Bush, Ben Carson, Chris Christie, Ted Cruz, Carly Fiorina, Jim Gilmore, Mike Huckabee, John R Kasich, Rand Paul, Marco Rubio, Rick Santorum, and Donald J Trump

2.) Democratic PPP-Hillary Clinton, Martin O’Malley, Bernie Sanders, and Willie Wilson

Director Allen stated that all poll clerks for the upcoming elections have been appointed. Mr. Allen mentioned we would have one make-up training class for those few poll managers that were unable to attend our regular scheduled classes.

Director Allen informed the Board that we have absentee voting open in the office. Mr. Allen reminded everyone that they need to file their statement of economics interest with the State Ethics Commission by Noon, March 30, 2016.

Director Allen stated that was the end of his report and turned meeting back over to Chairperson Geneva Robinson.

Ms. Robinson asked if there was any old or new business.

Old Business:

1.) Chapman stated everyone still needs to review the new job performance form to be used for the Director’s evaluation which she insisted that everyone would like because it was much better than the old one.

New Business:

1.)  Ms. Robinson asked that a motion be made to permanently move the 127 Skelton precinct. Ms. Campbell made a motion to permanently move the 127 Skelton precinct from the TriCity Baptist Church (1401 Griffin Mill Rd. Easley, SC 29640) to Enon Baptist Church (871 Enon Church Rd. Easley, SC 29640). Mr. Thompson seconded the motion. All in favor and with no discussion was passed unanimously. Director Allen stated the move is at the request of the TriCity Baptist church and will affect approximately 924 registered voters.

Ms. Robinson asked for a motion to be made for the meeting to be adjourned. Ms. Campbell made motion for meeting to be adjourned. Ms. Chapman seconded the motion. Meeting was adjourned at 5:07pm.
