THIS MEETING OF THE BOARD OF VOTER REGISTRATION AND ELECTIONS OF PICKENS COUNTY WAS HELD PURSUANT TO THE FREEDOM OF INFORMATION ACT AND ALL REQUIRED NOTIFICATIONS WERE MADE.

Chairperson Robinson called the meeting of the Board of Voter Registration and Elections of Pickens County to order at 9:03am and welcomed everyone.

Mr. Thompson gave the invocation.

Chairperson Robinson asked for the Oath of Canvassers be taken. Director Allen administered the oath. Each Board Member stood, with their right hand raised and repeated the oath. After
oaths were taken a motion was made by Ms. Campbell to go into Board of Canvassers. Ms.Bowers seconded the motion. All in favor and with no discussion was passed unanimously.

Once Board of Canvassers was in session Chairperson Robinson turned meeting over to Director Allen for the Provisional Ballot Hearing. Director Allen presented the state audit report for Board Members approval. The Director presented ballots so the Board Members could determine whether they are countable or not.

The Provisional Ballots were decided as follows:

Not Counted:
1.) 128-Rices Creek Active Pickens County Voter who but did not sign the Reasonable Impediment: 396596096 Christopher D. Carroll did not provide/show photo id. Ms. Bowers made motion not to count ballot. Ms. Campbell seconded the motion. All in favor and with no discussion the ballot was not counted.

Countable:
2.)  130- East Liberty Precinct Active Pickens County Voter that voted by Reasonable Impediment: 391103299 James E. Taylor did sign a reasonable impediment due to lack of transportation because of recent illness. Ms. Bowers made motion to count ballot. Ms. Campbell seconded the motion. All in favor and with no discussion the ballot was counted.

Public Comment: Bob Feeder questioned the Board about the Simpson Precinct’s number of total voters on the totals tape was the same as the number of signature voters, but also had one voter to vote provisional ballot (paper) meaning that should have had one more voter signature. Poll Clerk Diane Lay was called during the discussion and was asked did this person vote twice. The answer was no the voter did not vote twice. The only conclusion is that a voter who voted on the machine did not sign the poll list.

3.) 136-Simpson Precinct Active Pickens County Voter who voted by Reasonable Impediment: 396560507 Ann Blassingame did sign a reasonable impediment due to the fact she lost her driver’s license and had only the number and expiration date with her. Ms. Campbell made motion to count ballot. Ms. Hane seconded the motion. All in favor and with no discussion the ballot was counted.

Director Allen asked that the Board reviewed the results for the Norris Precinct and after reviewing the total tapes Ms. Bowers made motion to confirm results as presented. Ms. Chapman seconded the motion. All in favor and with no discussion the results were accepted.

After all Provisional Ballots were discussed, all countable ballots were manually added to the total number of votes from Tuesday, November 5, 2015 count.  The official results were presented by Director Allen. There was no change in the outcome of the election. The final counts will be updated on the Board of Voter Registration and Elections of Pickens County website accordingly; which will also include all write-ins.

The Board of Voter Registration and Elections of Pickens County ordered a runoff for Easley City Council Ward 5 due to not one candidate receiving more than fifty percent of the votes. Ms. Campbell made motion that Runoff Election take place on Tuesday, November 17, 2017. Mr. Thompson seconded the motion. All in favor and with no discussion the runoff date was set.

Chairperson Robinson asked that a motion be made to certify the November 5, 2015 Municipals Election. Ms. Campbell made motion to certify the election results. Ms. Bowers seconded the motion. All in favor and with no discussion the election was certified.

Chairperson Robinson asked that a motion be made to adjourn. Ms. Campbell made motion to adjourn. Ms. Chapman seconded the motion. All in favor and with no discussion the certification hearing was adjourned at 9:51am.
