THIS MEETING OF THE BOARD OF VOTER REGISTRATION AND ELECTIONS OF PICKENS COUNTY WAS HELD PURSUANT TO THE FREEDOM OF INFORMATION ACT AND ALL REQUIRED NOTIFICATIONS WERE MADE.

Chairperson Robinson called the meeting of the Board of Voter Registration and Elections of Pickens County to order at 4:00pm and welcomed everyone.

Mr. Thompson gave the invocation.

Chairperson Robinson asked for a motion to be made to approve meeting minutes from the January 13, 2015 Board of Voter Registration and Elections of Pickens County meeting. Mr. Thompson made motion to accept meeting minutes as they were presented. Ms. Weeks seconded the motion. All in favor and with no discussion was passed unanimously.

Chairperson Robinson asked for a motion to be made to approve meeting minutes from the January 21,2015 Board of Voter Registration and Elections of Pickens County meeting. Ms. Weeks made motionito accept meeting minutes as they were presented. Mr. Thompson seconded the motion. All in favor and with no discussion was passed unanimously.

There was no public present.

Chairperson Robinson turned the meeting over to Director Allen for his report. Director Allen congratulated Ms. Robinson on the opening of her first meeting of the Board of Voter Registration & Elections of Pickens County as new Chairperson.

Director Allen stated that all voting machines were delivered to Print Elect successfully on February’27, 2015 and will be at their facility for approximately two weeks while they replace the mother board batteries in all machines.

Director Allen reported that he had met with Ralph Guarino, Interim Administrator about the 2015-2016 budget and that the meeting went well. Director Allen and Mr. Guarino discussed asking Senator Martin to eliminate the requirement that retirement be taken out of election workers’ pay; there is also a percentage the county has to pay which amounts to approximately $30,000 for the next budget year. Director Allen informed the board that he also discussed with Mr. Guarino the current need for a new staff position for the office. Mr. Guarino said he understood the request but there were fifty five other new positions sought after throughout the county and that ours was near the top. Director Allen also explained to Mr. Guarino the importance of the temporary fun if the county chose not to provide another fulltime employee.

Director Allen stated the SCARE conference was a huge success. Director Allen mentioned he is no longer SCARE’S Treasurer; however he has now been voted the Second Vice President. While at the conference the State Election Commission stated they were in the process of trying to put more security measures into place for the current statewide Voter Registration and Election Management System.

Director Allen mentioned he will be attending a voting fair on May 13, 2015 to look at new voting machines and products available out there from various vendors. The November 2016 General Election will be the last time the state will be using the current voting system.

Director Allen announced that the State Election Commission has hired one auditor for the state, and once there is something in place they will be starting audits throughout the state every two years.

Director Allen stated that concluded his report, and turned the meeting back over to Ms. Robinson.

Chairperson Robinson asked if there was any old or new business.

The old business was as follows:

1.) Chairperson Robinson asked that a motion be made to permanently move both 139-Pickensville and 140-Easley precincts from Easley First Baptist Church (300 E. 1st Ave. Easley, SC 29640) to Pendleton Street Baptist Church (601 S. Pendleton St. Easley, SC 29640). This would affect approximately 1,978 registered voters. Ms. Bowers made a motion to move both 139-Pickensville and 140-Easley precincts from Easley First Baptist Church to Pendleton Street Baptist Church. Ms. Weeks seconded the motion. All in favor and with no discussion was passed unanimously.

2.) Chairperson Robinson asked that a motion be made to permanently move 105-Calhoun precinct from Clemson First Baptist Church (397 College Ave. Clemson, SC 29631) to Crosspoint Church (1019 Tiger Blvd. Clemson, SC 29631). This would affect approximately 1,154 registered voters. Mr. Thompson made a motion to permanently move 105-Calhoun precinct from Clemson First Baptist Church to Crosspoint Church. Ms. Campbell seconded the motion. All in favor and with no discussion was passed unanimously.

There was no new business.

Chairperson asked for a motion to be made to adjourn. Ms. Bowers made motion to adjourn. Ms. Weeks seconded the motion. All in favor and with no discussion was passed unanimously.

The meeting was adjourned at 4:26pm.
