Town of Central Special Election

February 3, 2015

This notice is to the voters in the Town of Central, South Carolina that a special municipal election will be held on Tuesday February 3, 2015 to fill the unexpired term of Central Town Councilman Alton Benjamin Cumbie who resigned. This is a non-partisan election and no party affiliation shall be placed on the ballot. The following office shall be included in this election: Central Town Council.

Registered voters who have lived in and have been a resident of this municipality for a period of not less than 30-days immediately preceding the date of this election may file as a candidate beginning at Noon on November 28th, 2014 until filing closes at Noon on Noon December 8, 2014. Candidates will file with the Town Clerk at the Central Town Hall during normal business hours. At the time of filing, each candidate must pay the filing fee of fifty dollars ($50).

In accordance with SC Code of Laws 7-13-190 (E), no municipal election shall be held if only one candidate files during the filing period and no person has filed a written declaration to be a write-in candidate with the town Clerk by Noon on December 22 , 2014.

Citizens no longer need to provide a paper printout of their Statement of Economic Interests (SEI) at the time of filing to become a candidate.  Candidates are still required to file an SEI online during the candidate filing period with the State Ethics Commission; however, candidates are no longer required to present a copy of the SEI at the time of filing.  The filing of the SEI has no bearing on a candidate’s ballot access.  If a candidate fails to properly file an SEI (or campaign disclosure), the candidate may be fined by the State Ethics Commission but may not be denied ballot access.  This change applies to all candidates in all elections.

Every person offering to vote in this election must be duly registered on the County Books of Registration, as an elector and a resident of the Town of Central, 30 days prior to the date of election. The last day to register to vote (or update your voter registration information) for this municipal election will be January 3, 2015. To register to vote in Pickens County or update your address and/or other voter registration information:

  • Visit the Office of The Board of Voter Registration and Elections Commission of Pickens County at 222 McDaniel Ave Pickens, SC 29671. The office is open Monday through Friday from 8am to 5:00pm.

All voters will be asked to show one of the following Photo IDs at your polling place Tuesday, February 3, 2015:

  • S.C. Driver’s License
  • ID Card issued by S.C. Department of Motor Vehicles
  • S.C. Voter Registration Card with Photo
  • Federal Military ID
  • U.S. Passport

If you do not currently have one of the Photo IDs above, you can make your voting experience as fast and easy as possible by getting one free of charge:

  • Get a voter registration card with a photo from the Board of Voter Registration and Elections Commission of Pickens County by simply providing your date of birth and the last four digits of your Social Security Number (if already registered to vote), or by asking our office staff for one when registering.
  • Get a DMV ID card at a local DMV office. Check with DMV or scdmvonline.com for required documents.

If you have a reasonable impediment to obtaining Photo ID, you may vote a paper provisional ballot after showing your non-photo voter registration card. A reasonable impediment is any valid reason, beyond your control, which created an obstacle to obtaining Photo ID. Some examples include:

  • Religious objection to being photographed
  • Disability or illness
  • Work schedule
  • Lack of transportation
  • Lack of birth certificate
  • Family responsibilities
  • Any other obstacle you find reasonable

To vote under the reasonable impediment exception:

  1. Present your current, non-photo registration card at the polling place
  2. Sign an affidavit stating why you could not obtain a Photo ID
  3. Cast a provisional ballot that will be counted unless the Pickens County Registration & Elections Commission has reason to believe your affidavit is false.

If you do NOT have Photo ID and do NOT have a reasonable impediment to obtaining one, or you simply forgot to bring it with you to the polls, you may still vote a paper provisional ballot. However, for your vote to be counted, you must provide one of the Photo IDs to The Board of Voter Registration and Elections Commission of Pickens County prior to certification of the election at 9:00am on the Thursday following the election.

The processing of absentee ballots will begin at 9:00am on election morning, February 3 2015, in the Board of Voter Registration and Elections of Pickens County inside the Pickens County Administration Facility located at 222 McDaniel Ave, Pickens, SC 29671.

The provisional ballot hearing and canvass for this municipal election will be held Thursday, February 5, 2015 at 9:00am in the Office of Board of Voter Registration and Elections Commission of Pickens County inside the Pickens County Administration Facility located at 222 McDaniel Ave, Pickens, SC 29671.

Registered electors who cannot vote in person may be eligible to vote by absentee ballot. Absentee ballot application requests can be made by going to our website: https://pickenselections.org/absentee-application-request/
