THIS MEETING OF THE BOARD OF VOTER REGISTRATION AND ELECTIONS OF PICKENS COUNTY WAS HELD PURSUANT TO THE FREEDOM OF INFORMATION ACT AND ALL REQUIRED NOTIFICATIONS WERE MAD

Chairperson Campbell called the meeting of the Board of Voter Registration and Elections of Pickens County to order at 4:30pm and welcomed everyone.

Mr. Thompson gave the invocation.

There was no public present.

Chairperson Campbell turned the meeting over to Director Allen for his report.

Director Allen began his Director’s Report by announcing that the Board would be losing Mr. Randy Russell to Duke Energy’s Oconee Nuclear Station.  Randy worked in the elections office for over 3-months during the summer primary and runoff elections.  Randy performed everything from voter registration, voting machine and laptop prep, election prep and testing, and even ran the Unity computers for election night tabulation during both the Primary and Runoff elections.  Director Allen commented that he was an extraordinary employee to have in the office: professional, courteous, dependable, and exceptionally smart.  There was never a task he wasn’t willing to do and was always willing to work as late as necessary to get the job done.  Director Allen congratulated Randy on his achievement and stated he would be missed by all in the office.

Director Allen reiterated the need for the Board to secure at least one additional fulltime position in the elections office and reduce our dependence on temporary help.  He stated the Board has nothing to offer temporary employees, so there is no incentive to retain and keep these talented people.  Director Allen stated that both Randy Russell and Heather Trent would both make fantastic fulltime employees.

The types of tasks and wide array of legal and technical knowledge required to do anything in the elections office makes it challenging to find adequate qualified personnel willing to work such a demanding job for just a temporary position and pay.  He further stated that the Elections Office in Pickens had the least fulltime staff per registered voters in the state and that it was only a matter of time before this obstacle cripples our ability to conduct elections.

Director Allen announced that Candidate Filing was open for School Board and Watershed now until August 15, 2014 at Noon. Director Allen stated that all Poll Clerk positions for the upcoming November 4, 2014 General Election are filled, and clerks are in the process of calling their poll managers to get them registered for training. Clerks were provided the list of workers who worked at their precincts previously.  Director Allen mentioned that the election workers training dates are scheduled for October 6-13, 2014. Director Allen  stated that concluded his report, and turned the meeting back over to Ms. Campbell.

Chairperson Campbell asked for a motion to approve meeting the minutes from the June 3, 2014 meeting. Ms. Chapman moved to approve minutes as amended. Ms. Weeks seconded the motion. All in favor and with no discussion passed unanimously.

Chairperson Campbell asked for a motion to approve the meeting minutes from the June 12, 2014 meeting. Ms. Chapman moved to approve minutes as amended. Ms. Robinson seconded the motion. All in favor and with no discussion passed unanimously.

Chairperson Campbell asked for a motion to approve the meeting minutes from the June 26, 2014 meeting. Ms. Chapman moved to approve minutes as amended. Ms. Weeks seconded the motion. All in favor and with no discussion passed unanimously.

Chairperson Campbell asked if there was any old or new business. There was none.

Chairperson Campbell asked for a motion to adjourn. Mrs. Bowers made motion for meeting to adjourn. Ms. Robinson seconded the motion. All in favor and with no discussion meeting was adjourned at 4:45pm.
