THIS MEETING OF THE PICKENS COUNTY REGISTRATION AND ELECTIONS COMMISSION WAS HELD PURSUANT TO THE FREEDOM OF INFORMATION ACT AND ALL REQUIRED NOTIFICATIONS WERE MADE.

Chairperson Gretchen called the meeting of the Pickens County Registration and Elections Commission to order at 9:00am and welcomed everyone.

Mr. Thompson gave the invocation.

There was no public present.

Chairperson Campbell asked for the Oath of Canvassers be taken. Director Allen administered
the oath. Each Commissioner stood, with their right hand raised and repeated the oath. After
oaths were taken a motion was made by Mr. Thompson to go into Board of Canvassers. Ms.
Hane seconded the motion. All in favor and with no discussion was passed unanimously.

Once Board of Canvassers was in session Chairperson Campbell turned meeting over to Director Allen for the Provisional Ballot Hearing. Director Allen presented the state audit report for Commissioners approval. The Director presented ballots so the Commission could determine whether they are countable or not. The Provisional Ballots were decided as follows:
1.) 396582438 Ashley Dodgens- voted failsafe in office had moved in to the county from Greenville County within the 30 day period of the election. After verifying with Greenville County which primary Ms. Dodgens voted in, and she had not voted on June 10, 2014; therefore she was eligible to vote. Mr. Thompson made motion to count ballot. Ms. Chapman seconded the motion. All in favor and with no discussion the ballot was counted.

2.) 396594468 Kathryn James, 396544442 Shari Prevost-two voters whose records were marked incorrectly on laptop which indicated they had voted in the Republican Primary on June 10, 2014, but voters claimed they voted in the Democratic Primary. Signatures were verify that in fact they did vote in the Democratic Primary. Ms. Bowers made motion to count ballots. Ms. Chapman seconded the motion. All in favor and with no discussion the ballots were counted.

3.) 396577107 William Brodbeck-voted without having photo identification due to a reasonable impediment. Mr. Brodbeck did meet the reasonable impediment qualifications. With proper procedures being followed Ms. Chapman made motion to count ballot. Mr. Thompson seconded the motion. All in favor and with no discussion the ballot was counted.

4.) 392213965 Robert Carden, 392214056 Mary Carden, 396586757 Branden Daniels all requested absentee ballots, but wanted to vote at their current polling locations. After verifying their absentee ballots were not returned Ms. Weeks made motion to count the ballots.

5.) 390778479 Jean Smith-voted at the correct polling location, but did not have photo identification. Ms. Smith came back later in the day to the polling location and presented her photo id to election worker. Ms. Chapman made motion to count ballot. Ms. Weeks seconded the motion. All in favor and with no discussion the ballot was counted.

6.) Marie Evatt- was not found as a registered voter in Pickens County. Chairperson Campbell knowing of the individual person, ask motion be made to table until further information be made known. Ms. Chapman made motion to table ballot until further information is known about voter. Ms. Weeks second the motion. All in favor and with no discussion the ballot was tabled.

7.) Chris Williams-was not found to be a registered voter in Pickens County. Ms. Weeks made motion to not count ballot. Ms. Chapman seconded the motion. All in favor and with no discussion the ballot was not counted.

8.) 396553932 Teresa Miller, 390781352 Frank Alexander-two voters who voted at the wrong polling location. Ms. Weeks made motion to not count ballot. Mr. Thompson seconded the motion. All in favor and with no discussion the ballot was not counted.

9.) 044290016 Melissa Tollison –is registered to vote in another county. Ms. Weeks made motion to not count ballot. Ms. Chapman seconded the motion. All in favor and with no discussion the ballot was not counted.

10.) 391226577 Betty Bailey, 391319404 Mary Lesley, 391220606 Irene Grant, 391506413 Joe Sanders III-all were submitted absentee ballots without voter’s signature being witnessed. Per state law all mailed absentee ballots have to be witnessed. Ms. Weeks made motion to not count ballots. Mr. Thompson seconded the motion. All in favor and with no discussion the ballots were not counted.

11.) 396599604 Nicholas Allen-voter’s ballot was received after the election. Per state law the voter’s mailed absentee ballot has to be received by 7pm the day of the election. Ms. Chapman made motion not to count ballot. Ms. Weeks second the motion. All in favor and with no discussion the ballot was not counted.

12.) 396600900 Reagan Kelley-voter’s ballot was received after the election. Per state law the voter’s mailed absentee ballot has to be received by 7pm the day of the election. Mr. Thompson made motion not to count ballot. Ms. Weeks second the motion. All in favor and with no discussion the ballot was not counted.

13.) 390784982 Marie Evatt (Margaret M Evatt)-is a registered Pickens County voter after further researching her information; however it was found that Ms. Evatt voted at wrong polling location. Ms. Weeks made motion not to count ballot. Ms. Chapman seconded the motion. All in favor and without discussion the ballot was not counted.

After all Provisional Ballots were discussed, all countable ballots were manually added to the total number of votes from Tuesday, June 24, 2014 count. The totals were presented by Director Allen. There was no change in the outcome of the election. The final count will be updated on the Pickens County Registration Election Commission website accordingly. Chairperson Campbell asked that a motion be made to certify the June 24, 2014 Runoff Election. Mr. Thompson made motion to certify the election results. Ms. Weeks seconded the motion. All in favor and with no discussion the election was certified.

Chairperson Campbell asked for a motion to adjourn from the “Board of Canvassers” and reconvene as the Pickens Registration and Elections Commission. Ms. Chapman made motion to adjourn the “Board of Canvassers” and reconvene as the Pickens Registration and Elections Commission. Mr. Thompson seconded the motion. All in favor and with no discussion the meeting was passed unanimously.

Chairperson Campbell said she was pleased with the overall turn out of election night check-in, and recommends we use the same setup in the future. Director Allen commented that he was also very pleased with the outcome and praised his staff: April Bagwell, Heather Trent, Randy Russell, and Logan Phelps.

Chairperson Campbell asked for a motion to adjourn from Pickens County Registration and Elections Commission meeting. Mr. Thompson made motion to adjourn from the Pickens County Registration and Elections Commission meeting. Ms. Chapman seconded the motion. All in favor and with no discussion the meeting was adjourned at 10:00am.
