THIS MEETING OF THE PICKENS COUNTY REGISTRATION AND ELECTIONS COMMISSION WAS HELD PURSUANT TO THE FREEDOM OF INFORMATION ACT AND ALL REQUIRED NOTIFICATIONS WERE MADE.

Chairperson Gretchen called the meeting of the Pickens County Registration and Elections Commission to order at 9:00am and welcomed everyone.

Mr. Thompson gave the invocation.

There was no public present.

Chairperson Campbell asked for the Oath of Canvassers be taken. Director Allen administered
the oath. Each Commissioner stood, with their right hand raised and repeated the oath. After
oaths were taken a motion was made by Ms. Chapman to go into Board of Canvassers. Ms.
Weeks seconded the motion. All in favor and with no discussion was passed unanimously.

Once Board of Canvassers was in session Chairperson Campbell turned meeting over to Director Allen for the Provisional Ballot Hearing. Director Allen presented the state audit report for Commissioners approval. The Director presented ballots so the Commission could determine whether they are countable or not. The Provisional Ballots were decided as follows:
1.) 396501377 Carolyn Busha-voter was marked deceased in error. Ms. Busha voted at correct precinct were she should have appeared on the list. Ms. Bowers made motion to count ballots. Mr. Thompson seconded the motion. All in favor and with no discussion the ballots were counted.

2.) Danny Wilson, 396556388 Melanie Crews, 392149011 Gerald Culler, John Hoffman, 470130958 Jennifer Wyatt, 392214427 William Goodman, 392214172 Peggy Goodman, 396566793 Mary Anton, and 396579455 Stacey Reeves/Good-all could not be determined why poll manager challenged voter. Due to the fact reason could not be determined it is suggested we err on the side of the voter. Ms. Chapman made motion to count ballots. Ms. Robinson seconded the motion. All in favor and with no discussion the ballot were counted.

3.) 390784662 Mary Hunt and 396530933 Mary Davidson-voters both voted and signed a reasonable impediment for not having photo ID. Ms. Weeks made motion to count ballots. Ms. Robinson seconded the motion. All in favor and with no discussion the ballot were counted.

4.) 390782981 Laura Hall, 390785497 James Pinion, 392440192 Myron Davis, and 390785496 Judy Pinion-voters were all mailed absentee ballots but never returned them and showed up to vote at their precincts. Ms. Bowers made motion to count ballots. Mr. Thompson seconded the motion. All in favor and with no discussion the ballots were counted.

5.) 470305215 Dafney Perkins and 396504860 Richard Nelmes-voters both voted at right precinct. Ms. Weeks made motion to count ballots. Ms. Bowers seconded the motion. All in favor and with no discussion the ballots were counted.

6.) 396506483 Anita Holloway-voter did not have photo ID at time of voting and did not provide ID before or during provisional ballot hearing in order to be counted. Ms. Bowers made motion to not count ballot. Ms. Robinson seconded the motion. All in favor and with no discussion the ballot was not counted.

7.) 396531550 Lara McClain, 396520426 James McClain, 396520595 Mark Ingerick, 396590821 Kelly Adams, 396511897 Perry Lesley, 470114344 Richard Griebno, 470219893 Ronald Blystone, and 396504958 Mary Garton-voters all voted failsafe because they moved. Ms. Robinson made motion to count ballots. Ms. Weeks seconded the motion. All in favor and with no discussion the ballots were counted.

8.) 376424774 Alexis Askew-voter was not registered in time to be eligible to vote in the June 10th Primary. Ms. Chapman made motion to not count ballot. Ms. Weeks seconded the motion. All in favor and with no discussion the ballot was not counted.

9.) Christine Traylor, Deanna Miller, Linda Garrett, Bryan Davis, Heidi Robunson, Linda Whitley, and Carolinda Mathews-were not registered voters. Ms. Robinson made motion to not count ballots. Ms. Weeks seconded the motion. All in favor and with no discussion the ballots were not counted.

10.) 185267572 Gregory Caudle, 470181252 John McFadden Sr., Jerry Pendley, William Rhodes, 074527866 Tiffany Coker, and 231833550 Jane Axelson all voted in the wrong county. Mr. Thompson made motion to not count ballots. Ms. Chapman seconded the motion. All in favor and with no discussion the ballots were not counted.

11.) 391365478 Raymond Long’s absentee ballot was hand delivered by his wife on Election Day without the authorization form signed by Mr. Long. Ms. Robinson made motion to not count ballot. Ms. Weeks seconded the motion. All in favor and with no discussion the ballot was not counted.

12.) 396575408 Cody Davis, 396538420 Wendell Holmes, 396589398 Barbara Blackmon, 396598780 Larry Fye, 392441060 Sheila Shook, 390785924 James Richey, 470263529 Exie Henson, 391080039 Barbara Richey, Bobby Gray, 396533797 Duncan Harvin, 396545908 Veronica Wylie, 391226505 James Wylie, 391318255 Furman Brezeale Jr., 392441061 Jackson Shook, 390784982 Margaret Evatt, 396551677 Cheryl Corbin, 396551741 Steve Corbin, 396567189 Allen Haynes Jr., and 396518033 Joan Cornine-voters all voted at wrong precinct. Ms. Chapman made motion to not count ballots. Ms. Weeks seconded the motion. All in favor and with no discussion the ballots were not counted.

13.) Ballot with no name on it was received. Ms. Weeks made motion to not count ballot. Ms. Chapman seconded the motion. All in favor and with no discussion the ballot was not counted.

14.) 396588702 Marvin Cash’s absentee ballot was handed in at the polls. Ms. Robinson made motion to not count ballot. Ms. Weeks seconded the motion. All in favor and with no discussion the ballot was not counted.

Chairperson Campbell stated she would like to thank the commissioners and staff for all their hard work and hours worked during the election. Ms. Campbell asked for motion to be made to adjourn for the “Board of Canvassers” and to reconvene as the Pickens County Registration and Elections Commission meeting to discuss other issues while the tabulations were being processed. Ms. Weeks made motion to adjourn the “Board of Canvassers” and reconvene as the Pickens Registration and Elections Commission. Ms. Bowers seconded the motion. All in favor and with no discussion was passed unanimously.

Chairperson Campbell discussed the election night check in process and how it could be improved in case of inclement weather like what we experienced on election night. Ms. Campbell suggested possibly a canopy for outside if bad weather is suspected. Ms. Campbell also stated we could use extra staff during the check in process as well.

Chairperson Campbell asked for motion to be made to adjourn for the Registration and Elections Commission and to reconvene as the “Board of Canvassers” in order to certify election. Mr. Thompson made motion to adjourn the “Board of Canvassers” and reconvene as the Pickens Registration and Elections Commission. Ms. Bowers seconded the motion. All in favor and with no discussion was passed unanimously.

After all Provisional Ballots were discussed, all countable ballots were manually added to the total number of votes from Tuesday, June 10, 2014 count. The totals were presented by Director Allen with the total votes cast changed from 12,953 to 12,978 once the provisional ballots were added. There was no change in the outcome of the election. The final count will be updated on the Pickens County Registration Election Commission website accordingly. Chairperson Campbell asked that a motion be made to certify the June 10, 2014 Primary Election. Mr. Thompson made motion to certify the election results. Ms. Robinson seconded the motion. All in favor and with no discussion the election was certified.

Director Allen stated that no runoff for local positions would be necessary, but that a state runoff is expected for June 24, 2014, and no recounts were necessary. Director Allen mention we will need to have four Commissioners present at 9:00am Tuesday, June 24, 2014 for absentee ballots and everyone present at 6pm Runoff Election night. Also, that everyone is present for the Runoff Election Certification Hearing scheduled for Thursday, June 26, 2014

Chairperson Campbell asked for a motion to adjourn from the Board of Canvassers and adjourn from Pickens County Registration and Elections Commission meeting. Ms. Weeks made motion to adjourn the Board of Canvassers and adjourn from the Pickens County Registration and Elections Commission meeting. Ms. Bowers seconded the motion. All in favor and with no discussion the meeting was adjourned at 10:15am.
