May 6, 2014 Commission Meeting Agenda

A regular monthly meeting of the Pickens County Registration & Elections Commission will be held Tuesday, May 6, 2014 at 4:30pm in the Auditorium (County Council Chambers) inside the Pickens County Administration Facility (222 McDaniel Ave Pickens, SC 29671).

The following items are on the agenda:

Presentation from Mark Bryant, representing Pickens County Information Systems (the county IT Department),  requesting that the Commission transfer the responsibility for the delivery and pickup of voting machines for each election from Information Systems staff to the Poll Clerks of each precinct and implement relevant procedures and requirements.

V. Public Comment Period

This is an opportunity for citizens to come before the Commission with various issues. Citizens who wish to speak during the public comment period do not have to register or signup in advance. Each person is limited to 5-minutes of speaking time. Maximum total public comment time is 20 minutes.

a. SEC Certification Classes for 2014

b. Rodney Allen among first 11 county election directors to meet SEC’s new re-certification and testing requirements for Directors

c. April Bagwell achieved initial election certification

d. Update on June 10th Primary Election Preparation

1. Last Day to Register to Vote – Saturday, May 10th – Office Open 8am to Noon

2. Election Database Testing –  April 28th through May 9th

3. Anticipate in-office absentee precinct opening May 12th (contingent on ballot availability)

4. Poll Manager and Clerk Training Classes – May 13th through 16th (3-classes a day, each class 3-hours long)

5. iVotronic Touchscreen Voting Machine Preparation and Testing – May 19th, 20th, and 21st

6. Public test of m-100 paper ballot scanners – June 6, 2014

7. Critical Need for Poll Clerks for 5-Precints (Easley Area)

e. Update on S866 and H3198 reconstituting combined election and voter registration boards.

f. Update on Commission budget request submission and budget recommendation

g. Update on Commission request for additional full-time position in office

VII. Easley Precinct Committee Report – Commissioners Jane Weeks and Sheree Chapman

VIII. Motion period for old and new business

a. Old Business

1. Consider temporarily relocating the voting location of 139 Pickensville Precinct from the First Baptist Church (300 E 1st Ave Easley SC 29640) to the Easley Fire Station #1 (1089 S. Pendleton ST Easley, SC 29640) for the June 10, 2014 Primary Elections and any subsequent runoff elections only.

2. Consider temporarily relocating the 140 Easley Precinct from the First Baptist Church (300 E 1st Ave Easley SC 29640) to the Easley Fire Station #2 (180 Glenwood RD Easley, SC 29640 for the June 10, 2014 Primary Elections and any subsequent runoff elections only.

3. Consider the suggestion of the Poll Clerks of 139 Pickensville and 140 Easley Precincts to keep the two precincts at a single voting location.

b. New Business

1. Consider the recommendation from Mark Bryant, representing Pickens County Information Systems (the county IT Department), requesting that the Commission transfer the responsibility for the delivery and pickup of voting machines for each election from Information Systems staff to the Poll Clerks of each precinct and implement relevant procedures and requirements.
