THIS MEETING OF THE PICKENS COUNTY REGISTRATION AND ELECTIONS COMMISSION WAS HELD PURSUANT TO THE FREEDOM OF INFORMATION ACT AND ALL REQUIRED NOTIFICATIONS WERE MADE.

Chairperson Gretchen called the meeting of the Pickens County Registration and Elections Commission to order at 9:05am and welcomed everyone.

Mr. Thompson gave the invocation.

Chairperson Campbell turned the meeting over to Director Allen for the swearing in of the newly appointed Commissioner Kathleen Hane. Director Allen had the honor of the swearing in Ms. Hane.

Chairperson Campbell asked for a motion to be made to approve meeting minutes from the February 4, 2014 Registration and Elections Commission meeting. Ms. Chapman made motion to accept meeting minutes as they were presented. Ms. Robinson seconded the motion. All in favor and with no discussion was passed unanimously.

There was no public present.

Chairperson Campbell asked for the Oath of Canvassers be taken. Director Allen administered the oath. Each Commissioner stood, with their right hand raised and repeated the oath. After oaths were taken a motion was made by Ms. Bowers to go into Board of Canvassers. Mr. Thompson seconded the motion. All in favor and with no discussion was passed unanimously.

Once Board of Canvassers was in session Chairperson Campbell turned meeting over to Director Allen for the Provisional Ballot Hearing. The Director presented each ballot so the Commission could determine whether they are countable or not. The seven Provisional Ballots were decided as follows:

1.) 396568374 Sandra A Hendricks is a registered voter and was not on the McKissick EVRL poll list due to the fact our office had her showing in a different district, but after verification from the GIS Mapping Department she is in fact in the Easley City Council Ward 4 District. Ms. Robinson made motion to count ballot. Ms. Chapman seconded the motion. All in favor and with no discussion the ballot was counted.

2.) 396548876 Jason E Alexander is a registered voter, but he voted at the wrong precinct. Voter is registered in the Glassy Mountain precinct, and has moved but failed to notify the office; therefore he does not show up on the EVRL poll list for Skelton. Ms. Bowers made motion to not to count ballot. Ms. Weeks seconded the motion. All in favor and with no discussion the ballot was not counted.

3.) 396548140 David Sampson is a registered voter, but he voted at the wrong precinct. Voter is registered in the North Liberty precinct and should have voted there. Ms. Bowers made motion not to count ballot. Ms. Robinson seconded the motion. All in favor and with no discussion the ballot was not counted.

4.) 3965475413 Daniel Graybeal is a registered voter, but he voted at the wrong precinct. Voter is registered in the West Liberty precinct and should have voted there. Ms. Chapman made motion not to count ballot. Ms. Robinson seconded the motion. All in favor and with no discussion the ballot was not counted.

5.) 396521660 Janet D Hallums is a registered voter, but she voted at wrong precinct. Voter is       registered in the Pickensville precinct. Ms. Robinson made motion to not count the ballot. Ms. Weeks seconded the motion. All in favor and with no discussion the ballot was not counted.

6.) No Reg. #  Robert C Burrell was not found in VREMS as a registered voter here in Pickens County, therefore he was not found on the EVRL poll list. Ms. Chapman made motion not to count ballot. Ms. Robinson seconded the motion. All in favor and with no discussion the ballot was not counted.

7.) 396569991 Lisa M Swords registration was cancelled previously due to conviction; and state law requires you to be registered 30 days prior to an election. Ms. Bowers made motion not to count the ballot. Ms. Robinson seconded the motion. All in favor and with no discussion the ballot was not counted.

After all Provisional Ballots were discussed, all countable ballots were manually added to the total number of votes from Tuesday, April 1, 2014 count.  There was no change in the outcome of the election. The final count will be updated on the Pickens County Registration Election Commission website accordingly.

Director Allen stated that no runoff would be necessary and that the audit came back clean from the State Election Commission.

Chairperson Campbell asked for a motion to certify the election. Ms. Chapman made motion to certify the City of Easley Council Ward 4 Special Election. Ms. Bowers seconded the motion. All in favor and with no discussion the Election was certified with all Commissioners signatures.

Chairperson Campbell asked for a motion to certify the election. Ms. Chapman made motion to certify the School Board Trustee District 4 Special Election. Mr. Thompson seconded the motion. All in favor and with no discussion the Election was certified with all Commissioners signatures.

Chairperson Campbell asked for a motion to adjourn from the Board of Canvassers and adjourn from Pickens County Registration and Elections Commission meeting.  Mr. Thompson made motion to adjourn the Board of Canvassers and adjourn from the Pickens County Registration and Elections Commission meeting. Ms. Weeks seconded the motion. All in favor and with no discussion the meeting was adjourned.
