Easley Ward 4 Special Municipal Election

This notice is to the voters in the City of Easley, South Carolina that the Pickens County Registration & Elections Commission will conduct a special municipal election on Tuesday, April 1, 2014 to fill the unexpired term of Ward 4 Council Member Kim Valentin.  Ms. Valentin submitted her resignation from office on Monday, December 9, 2013 to be effective December 31, 2013.  A runoff election, if necessary, will be held two weeks later on Tuesday, April 15, 2014.

Please note the election was originally scheduled for Tuesday, March 4, 2014; however, it had to be delayed until April 1, 2014 due to another special election arising in the county within 28-days of this special election in accordance with 7-13-190 (D).  7-13-190 (D) states:  “Provided, however, if a vacancy occurs in more than one office in the same county requiring separate special elections to be held within a period of twenty-eight days under the provisions of this section, the election commission or other authority responsible for the conduct of the elections shall conduct all of the elections on the same date. The special elections must be held on the latest date required for an election during the twenty-eight-day period.”

This is a non-partisan election and no party affiliation shall be placed on the ballot. The following office shall be included in this election: Easley City Council Ward 4.  The following candidates have filed and will appear on the ballot:  Terry Moore and Chad Roach.  A write-in candidate blank will also be provided on the ballot to allow voters to vote for a person not listed on the ballot.

Every person offering to vote in this election must be duly registered on the County Books of Registration, as an elector and a resident of the City of Easley, 30 days prior to the date of election. The last day to register to vote or update your voter registration information for this municipal election will be Saturday, March 1, 2014. To register to vote in Pickens County or update your address and/or other voter registration information:

  • Visit the Office of the Pickens County Registration & Elections Commission at 222 McDaniel Ave Pickens, SC 29671. The office is open Monday through Friday from 8am to 5:00pm.

The following precincts and polling places will be open from 7:00 a.m. until 7:00 p.m. on Tuesday, April 1, 2014.  Only registered voters inside Easley Ward 4 are eligible to vote.

All voters will be asked to show one of the following Photo IDs at your polling place Tuesday, April 1, 2014:

  • S.C. Driver’s License
  • ID Card issued by S.C. Department of Motor Vehicles
  • S.C. Voter Registration Card with Photo
  • Federal Military ID
  • U.S. Passport

If you do not currently have one of the Photo IDs above, you can make your voting experience as fast and easy as possible by getting one free of charge:

  • Get a voter registration card with a photo from the Pickens County Registration & Elections Commission by simply providing your date of birth and the last four digits of your Social Security Number (if already registered to vote), or by asking our office staff for one when registering.
  • Get a DMV ID card at a local DMV office. Check with DMV or scdmvonline.com for required documents.

If you have a reasonable impediment to obtaining Photo ID, you may vote a paper provisional ballot after showing your non-photo voter registration card. A reasonable impediment is any valid reason, beyond your control, which created an obstacle to obtaining Photo ID. Some examples include:

  • Religious objection to being photographed
  • Disability or illness
  • Work schedule
  • Lack of transportation
  • Lack of birth certificate
  • Family responsibilities
  • Election within short time frame of implementation of Photo ID law (January 1, 2013)
  • Any other obstacle you find reasonable

To vote under the reasonable impediment exception:

  1. Present your current, non-photo registration card at the polling place
  2. Sign an affidavit stating why you could not obtain a Photo ID
  3. Cast a provisional ballot that will be counted unless the Pickens County Registration & Elections Commission has reason to believe your affidavit is false.

If you do NOT have Photo ID and do NOT have a reasonable impediment to obtaining one, or you simply forgot to bring it with you to the polls, you may still vote a paper provisional ballot. However, for your vote to be counted, you must provide one of the Photo IDs to the Pickens County Registration & Elections Commission prior to certification of the election at 9:00am on Thursday, April 3, 2014.

The processing of absentee ballots will begin at 9:00am on election morning, April 1, 2014, in the Office of the Pickens County Registration & Elections Commission inside the Pickens County Administration Facility located at 222 McDaniel Ave, Pickens, SC 29671.

The provisional ballot hearing and canvass for this municipal election will be held Thursday, April 3, 2014 at 9:00am in the Office of the Pickens County Registration & Elections Commission inside the Pickens County Administration Facility located at 222 McDaniel Ave, Pickens, SC 29671.

Registered electors who cannot vote in person may be eligible to vote by absentee ballot. Absentee ballot application requests can be made by going to our website: https://pickenselections.org/absentee-application-request/
