Notice of Special Election for City of Liberty

ThisCity of Liberty City Hall notice is to the voters in the City of Liberty, South Carolina that a special municipal election will be held on Tuesday, May 28, 2013 to fill the unexpired term of Liberty City Councilman Walt McJunkin who passed away.  A runoff election, if necessary, will be held two weeks later on Tuesday, June 11, 2013. This is a non-partisan election and no party affiliation shall be placed on the ballot. The following office shall be included in this election: Liberty City Council Ward 2.

Registered voters who have lived in and have been a resident of this municipality and ward for a period of not less than 30-days immediately preceding the date of this election may file as a candidate beginning at Noon on Friday, March 22, 2013 until filing closes at Noon on Monday, April 1, 2013. Candidates will file with the City Clerk at the Liberty City Hall during normal business hours. At the time of filing, each candidate must pay the filing fee of twenty-five dollars ($25) and turn in a paper copy (printout) of their Statement of Economics Interests (SEI) form (all pages) at the same time and with the same official that he/she files their printed Statement of Intention of Candidacy (SIC) form to be a candidate.

The Statement of Economics Interests form must be completed and filed online at the SC State Ethics Commission website (http://ethics.sc.gov) and printed out prior to appearing at the Liberty City Hall to file to be a candidate. Neither the Pickens County Registration & Elections Commission nor the City of Liberty can provide you with any advice or instructions on filing your Statement of Economics Interests Form and Campaign Disclosure Form with the SC Ethics Commission. If you require assistance with filing ethics forms, you must contact the SC Ethics Commission directly at (803) 253-4192.

In accordance with SC Code of Laws 7-13-190 (E), no election shall be held if the same number of candidates file as seats to fill for any office during the filing period and no person has filed a written declaration to be a write-in candidate with the City Clerk by Noon on Monday, April 15, 2013.

Every person offering to vote in this election must be duly registered on the County Books of Registration, as an elector and a resident of the City of Liberty, 30 days prior to the date of election. The last day to register to vote (or update your voter registration information) for this municipal election will be Saturday, April 27, 2013. To register to vote in Pickens County or update your address and/or other voter registration information:

  • Visit the Office of the Pickens County Registration & Elections Commission at 222 McDaniel Ave Pickens, SC 29671. The office is open Monday through Friday from 8am to 5:00pm.

All voters will be asked to show one of the following Photo IDs at your polling place Tuesday, May 28, 2013:

  • S.C. Driver’s License
  • ID Card issued by S.C. Department of Motor Vehicles
  • S.C. Voter Registration Card with Photo
  • Federal Military ID
  • U.S. Passport

If you do not currently have one of the Photo IDs above, you can make your voting experience as fast and easy as possible by getting one free of charge:

  • Get a voter registration card with a photo from the Pickens County Registration & Elections Commission by simply providing your date of birth and the last four digits of your Social Security Number (if already registered to vote), or by asking our office staff for one when registering.
  • Get a DMV ID card at a local DMV office. Check with DMV or scdmvonline.com for required documents.

If you have a reasonable impediment to obtaining Photo ID, you may vote a paper provisional ballot after showing your non-photo voter registration card. A reasonable impediment is any valid reason, beyond your control, which created an obstacle to obtaining Photo ID. Some examples include:

  • Religious objection to being photographed
  • Disability or illness
  • Work schedule
  • Lack of transportation
  • Lack of birth certificate
  • Family responsibilities
  • Election within short time frame of implementation of Photo ID law (January 1, 2013)
  • Any other obstacle you find reasonable

To vote under the reasonable impediment exception:

  1. Present your current, non-photo registration card at the polling place
  2. Sign an affidavit stating why you could not obtain a Photo ID
  3. Cast a provisional ballot that will be counted unless the Pickens County Registration & Elections Commission has reason to believe your affidavit is false.

If you do NOT have Photo ID and do NOT have a reasonable impediment to obtaining one, or you simply forgot to bring it with you to the polls, you may still vote a paper provisional ballot. However, for your vote to be counted, you must provide one of the Photo IDs to the Pickens County Registration & Elections Commission prior to certification of the election at 9:00am on Thursday, May 30, 2013.

The processing of absentee ballots will begin at 9:00am on election morning, May 28, 2013, in the Office of the Pickens County Registration & Elections Commission inside the Pickens County Administration Facility located at 222 McDaniel Ave, Pickens, SC 29671.

The provisional ballot hearing and canvass for this municipal election will be held Thursday, May 30, 2013 at 9:00am in the Office of the Pickens County Registration & Elections Commission inside the Pickens County Administration Facility located at 222 McDaniel Ave, Pickens, SC 29671.

Registered electors who cannot vote in person may be eligible to vote by absentee ballot. Absentee ballot application requests can be made by going to our website: https://pickenselections.org/absentee-application-request/
