September 6 Commission Meeting Minutes

Chairperson Bowers called the meeting of the Pickens County Registration and Elections Commission to order at4:30 p.m.and asked if all notices of the meeting were posted as required by the Freedom of Information Act. Director Allen replied that the notices had been posted. An invocation was delivered by Mr. Herb Thompson.

Chairperson Bowers stated that the first item of business was approval of the minutes from theAugust 2, 2011meeting of the Commission. Mr. Noel Anderson motioned to accept the minutes from the previous meeting. Chairperson Bowers seconded the motion. The motion passed unanimously.

There was no public comment.

Director Allen then gave the Director’s report. The Department of Justice (DOJ) has formally requested additional information from the State Election Commission (SEC) regarding the Voter Registration ID Bill. Once the State responds, the DOJ has 60 days to review.  The bill will not go into effect before the fall municipal elections. Also, the Department of Motor Vehicles (DMV) is offering free rides to the local DMV office.  Residents can call now through September 22 to make arrangements for transportation onSeptember 28, 2011to obtain a Picture Identification. Director Allen states that approximately 6% ofPickensCountyregistered voters do not currently have a photo ID.

Director Allen went on to state that we will be borrowing 16 laptop computers fromGreenvilleCountyfor the fall election cycle. We will also be receiving laptops from the State Election Commission.

Director Allen stated that Pickens County resident and former Commission Director, Marilyn Bowers, has been appointed by the Governor to the SEC.  Also, the SEC has filled the position of Voter Services Director formally held by Donna Royson.

Director Allen had some updates regarding the Presidential Preference Primaries. Lynn Fata, President of the South Carolina Association of Registration and Elections Officials (SCARE) has contacted Marci Andino at the State Election Commission, requesting to contribute to the writing of the Presidential Preference Primary contract. Ms. Fata was told Scare’s input would not be needed. Ms. Fata then contacted the Association of Counties, the result of which will be that the SCARE executive committee will attend the meeting of the State Election Commission onSept. 21, 2011. The executive committee of SCARE will attend with the purpose of trying to get answers from the State Election Commission. Chief concern is to assure that the counties will not be saddled with the burden of paying for the primaries.

Director Allen distributed the candidate list for the fall elections. The unopposed seats will not appear on the ballot unless someone files as a write-in candidate by noonon September 15th. Regarding Six Mile, Director Allen is seeking a letter of resignation from Councilman Roy Stoddard, who is running unopposed in the Mayoral election. This would allow for the Council position to be filled in the general election. If he refuses to resign before the election, a special election will have to be held to fill the position, incurring a great deal more expense for the city. Norris is the only city without an election this fall. Election day isNovember 8, 2011, with runoff to be held November 22, 2011.Due to the Thanksgiving holiday, certification for the runoff will be heldWednesday, November 23, 2011.

Chairperson Bowers asked if there was any old business that needed to be addressed. There was none.

Chairperson Bowers asked if there was any new business that needed to be addressed. There was general discussion regarding duties of the Commissioners on Election Day. Director Allen stated that duties would largely revolve around visiting precincts and assuring that the election process runs smoothly. Several Commissioners will be needed in the office to oversee the counting of absentee ballots.

There being no further business, Chairperson Bowers asked for a motion to adjourn at5:30 p.m.Mrs. Chapman made the motion to adjourn, and Secretary Campbell seconded the motion. The motion carried unanimously, and the meeting was adjourned.
