THIS MEETING OF THE BOARD OF VOTER REGISTRATION AND ELECTIONS OF PICKENS COUNTY WAS HELD PURSUANT TO THE FREEDOM OF INFORMATION ACT AND ALL REQUIRED NOTIFICATIONS WERE MADE.

 Vice Chairperson Sheree Chapman called the meeting to order and welcomed those in attendance at 9:00am.

Mr. Thompson provided the Invocation.

There was no public comment.

Vice Chairperson Chapman turned meeting over to Director Allen for his report.

Director Allen stated the School Board filing will be open August 1, 2016 at Noon through August 15, 2016 at Noon. The filing fee for anyone wishing to file for School Board is $120. Also, watershed candidates’ deadline is August 15, 2016 at Noon with no filing fee. Clemson City filing is open now and closes August 1, 2016 at Noon as of now we have one candidate that has filed for Mayor, and seven candidates that have file for City Council. The deadline for petition candidates has passed it was Noon, July 15, 2016 and we had only one to file. Director Allen stated the referendum deadline is August 15, 2016 at Noon. The City of Easley and Town of Central has filed to have Sunday Alcohol Sales on the ballot, and the Shady Grove Fire District has filed to have a tax increase referendum. Director Allen, being finished with his report, turned meeting back over to Vice Chairperson Chapman.

Vice Chairperson Chapman asked if there is any old or new business.

Old Business: There was none.

New Business:

1.)    Vice Chairperson Chapman ask that a motion to be made to move the 117 AR Lewis Precinct from AR Lewis Elementary (1755 Shady Grove Rd. Pickens, SC 29671) to the Pickens Rural Fire Department (756 Concord Church Rd. Pickens, SC 29671) due to school closure.  Ms. Campbell made motion to move 117 AR Lewis Precinct from AR Lewis Elementary to the Pickens Rural Fire Department. Ms. Bowers seconded the motion. All in favor and with no discussion was passed unanimously.

2.)    Vice Chairperson Chapman asked that a motion be made to move the 153 South Central Precinct from Cannon Memorial Baptist Church (120 Pepper St. Central, SC 29630) to the White Oak Spring Missionary Baptist Church (234 College St. Central, SC 29631) upon it meeting the current ADA requirements. Ms. Bowers made motion to move the 153 South Central Precinct from Cannon Memorial Baptist Church to White Oak Spring Missionary Baptist Church. Mr. Thompson seconded the motion. All in favor and with no discussion was passed unanimously.

Vice Chairperson Chapman asked motion to be made for all meeting minutes to be approved as they were presented. Ms. Campbell made a motion to approve all meeting minutes.  Ms. Hane seconded the motion.  All in favor and with no discussion was passed unanimously.

Vice Chairperson Chapman asked for the Oath of Canvassers to be taken. Director Allen administered the oath. Each Board Member stood, raised their right hand and repeated the oath. After the oaths were taken a motion was made by Ms. Bowers to go into the Board of Canvassers. Ms. Campbell seconded the motion. All in favor and with no discussion was passed unanimously.

Once the Board of Canvassers was in session Vice Chairperson Chapman turned meeting over to Director Allen for the Provisional Ballot Hearing. Director Allen notified the Board that the state had given us a clean audit. The Director mentioned there were no provisional ballot casts at the polls on July 26, 2016. The official results were presented by Director Allen, and the final counts will be updated on the Board of Voter Registration and Elections of Pickens County website accordingly. Director Allen stated no recount, or runoff needed for the City of Liberty Election.

Vice Chairperson Chapman asked that a motion be made to certify the July 26, 2016 City of Liberty Election. Ms. Campbell made motion to certify the election results. Ms. Bowers seconded the motion. All in favor and with no discussion the election was certified.

Vice Chairperson Chapman asked that a motion be made to adjourn from the Board of Canvassers. Ms. Campbell made motion to adjourn. Ms. Weeks seconded the motion. All in favor and with no discussion the certification hearing was adjourned at 9:40am.

Vice Chairperson Chapman asked that a motion be made to adjourn. Ms. Hane made motion to adjourn. Mr. Thompson seconded the motion. All in favor and with no discussion the certification hearing was adjourned at 9:25am.
