Easley Ward 4 Special Election Candidate Filing

Easley Town HallThis notice is to the residents of the City of Easley, South Carolina that the Pickens County Registration & Elections Commission will conduct a special municipal election on Tuesday, April 1, 2014 to fill the unexpired term of Ward 4 Council Member Kim Valentin.  Ms. Valentin submitted her resignation from office on Monday, December 9, 2013 to be effective December 31, 2013.  A runoff election, if necessary, will be held two weeks later on Tuesday, April 15, 2014.

This is a non-partisan election and no party affiliation shall be placed on the ballot. The following office shall be included in this election: Easley City Council Ward 4.

Registered voters who have lived in and have been a resident of this municipality and ward for a period of not less than 30-days immediately preceding the date of this election may file as a candidate beginning at Noon on Friday, December 27, 2013 until filing closes at Noon on Monday, January 6, 2014.  Candidates will file at the Easley City Hall during normal business hours.  At the time of filing, each candidate must submit a completed Statement of Intention of Candidacy form and pay the filing fee of Three Hundred Dollars ($300).  Checks must be made payable to the City of Easley.  Persons unable to file in person may mail or otherwise deliver the completed and signed Statement of Intention of Candidacy form and check for filing fee to the City.  Statement of Intention of Candidacy form and filing fee check MUST be RECEIVED by the City no later than Noon, Monday January 6, 2014.

The Equal Access to the Ballot Act (A61, R74, S2) took effect July 3, 2013.  Citizens no longer need to provide a paper printout of their Statement of Economic Interests (SEI) at the time of filing to become a candidate.  Candidates are still required to file an SEI online during the candidate filing period with the State Ethics Commission; however, candidates are no longer required to present a copy of the SEI at the time of filing.  The filing of the SEI has no bearing on a candidate’s ballot access.  If a candidate fails to properly file an SEI (or campaign disclosure), the candidate may be fined by the State Ethics Commission but may not be denied ballot access.  This change applies to all candidates in all elections.

In accordance with SC Code of Laws 7-13-190 (E), no special election shall be held if only one candidate files during the above filing period and no person has filed a written declaration to be a write-in candidate with the City by Noon on Monday, January 20, 2014.  7-13-190(E) requires this deadline to be 14-calendar days from the close of candidate filing.  This law does not provide an exception for holidays, and the City Hall is closed on January 20th for the Martin Luther King, Jr. Holiday. Persons wishing to file as a write-in in person should do so prior to close of business Friday, January 17.  Persons wishing to file as write-in after business hours may do so by fax or email as long as their form is RECEIVED no later than Noon on Monday, January 20, 2014.  The Write-in Statement of Intention of Candidacy Form can be downloaded from the Pickens County Registration & Election Commission’s website:  http://pickenselections.org/   There is no filing fee to be a write-in candidate.  A write-in candidate’s name does not appear on the ballots (voters’ must use the “write-in” option on their ballot and write/type a write-in candidate’s name on their ballot).
