THIS MEETING OF THE PICKENS COUNTY REGISTRATION AND ELECTIONS COMMISSION WAS HELD PURSUANT TO THE FREEDOM OF INFORMATION ACT AND ALL REQUIRED NOTIFICATIONS WERE MADE.

Chairperson Gretchen called the meeting of the Pickens County Registration and Elections Commission to order at 9:00am and welcomed everyone.

Mr. Thompson gave the invocation.

There was no public present.

Chairperson Campbell asked for the Oath of Canvassers be taken. Director Allen administered the oath. Each Commissioner stood, with their right hand raised and repeated the oath. After oaths were taken a motion was made by Mr. Thompson to go into Board of Canvassers. Ms.Bowers seconded the motion. All in favor and with no discussion was passed unanimously.

Once Board of Canvassers was in session Chairperson Campbell turned meeting over to Director Allen for his report on all Provisional Ballots that were cast in order to determine whether they are countable or not. The eight Provisional Ballots were decided as follows:

1.) 470086547 Kevin B. Collins, South Pickens, Inside City, Reasonable Impediment Due to Work Signed   therefore Ms. Bowers made motion to count ballot. Ms. Robinson seconded the motion. All in favor and with no discussion the ballot was counted.

2.) 396600691 Wanda Robinson, South Pickens, Inside City, Option C was checked indicating that the voter has a Photo ID , but simply forgot to bring it with her.  Also, Option D-Reasonable Impediment Affidavit was signed indicating she was unable to obtain a photo id due to a reasonable impediment; however, no reason was checked. Erring on the side of voter Ms. Robinson made motion to count the ballot. Ms. Chapman seconded the motion. All in favor and with no discussion the ballot was counted.

3.) 396512992 Gerri G Deese, West Liberty, Inside City, Voter is registered to vote at same address as resides, no address change, Voter is inside City, unknown why poll managers required provisional ballot. Ms. Robinson made motion to count the ballot. Ms. Bowers seconded the motion. All in favor and with no discussion the ballot was counted.

4.) 390769194 Angelia H. Youngblood, Crescent Hill, Inside City, Voter did not provide a photo id at polls and one must provide photo ID in order to count ballot. Voter did not appear and present photo ID to office. Ms. Bowers made motion not to count the ballot. Ms. Robinson seconded the motion. All in favor and with no discussion the ballot was not counted.

5.) 396571437 Emily R. Greene, East Pickens, Voter is registered to vote in Pickens County at an address outside of City of Pickens.  Said she changed her address at DMV same time as husband to address inside City.  Husband was changed.  We never received Emily’s change of address form.  Commission concluded it is logical to believe the wife shares residence with her husband thus 30 day residency prior to municipal election is met.  Erring on side of voter Ms. Chapman made motion to count the ballot. Mr. Thompson seconded the motion. All in favor and with no discussion the ballot was counted.

6.) 391575353 Randal D. Anderson, Crescent Hill, Voter’s residence address is Not Inside City. Ms. Bowers made motion not to count the ballot. Ms. Robinson seconded the motion. All in favor and with no discussion the ballot was not counted.

7.) 396565812 Michael Madak, West Liberty, Voter is Not Registered Inside City or a resident of the city 30-days prior to the election. Mr. Thompson made motion not to count the ballot. Ms. Chapman seconded the motion. All in favor and with no discussion the ballot was not counted.

8.) 396514096 Bannister Eads, Pope Field, Inside Easley Ward 3, Voter is Not a resident of Easley Ward 2. Ms. Weeks made motion not to count the ballot. Ms. Robinson seconded the motion. All in favor and with no discussion the ballot was not counted.

After all Provisional Ballots were discussed, all countable ballots were manually added to the total number of votes from Tuesday, November 5, 2013 count.  There was no change in the outcome of the election. The final count will be updated on the Pickens County Registration Election Commission website accordingly.

Director Allen stated that no runoff would be necessary and that the audit came back clean from the State Election Commission

Chairperson Campbell asked for a motion to certify the election. Ms. Chapman made motion to certify the election. Ms. Bowers seconded the motion. All in favor and with no discussion the Election was certified with all Commissioners signatures. Chairperson Campbell asked for a motion to adjourn the Board of Canvassers and reconvene as Pickens County Registration and Elections Commission.  Ms. Bowers made motion to adjourn the Board of Canvassers and reconvene as the Pickens County Registration and Elections Commission.  Mr. Thompson seconded the motion. All in favor and with no discussion the Board of Canvassers was adjourned.

Chairperson Campbell turned meeting over to Director Allen for his report.  There was an open discussion held between the Commissioners and Director Allen on the new asset management system provided by the State Elections Commission which was used for the first time by the Pickens County Registration and Elections Commission during this election. The focus was on ways to improve the system’s efficiency and a recommendation of more system testing during the non-election periods.

Director Allen discussed how election workers are now treated as employees of the city during municipal elections, and as county employees during  county elections. Director Allen also mention that any election workers currently active in the South Carolina Retirement System has to contribute 7.5% of their election workers stipend to the state retirement system. That being said, Director Allen suggested that a letter be drafted to the Pickens County Legislative Delegation addressing that poll workers be exempt from such deductions. Chairperson Campbell asked for a motion that Director Allen to draft such said letter. Ms. Chapman made motion for Director Allen to draft letter to Pickens County Legislative Delegations addressing the state retirement being withheld from poll worker pay. Ms.Bowers seconded the motion. All in favor and with no discussion was passed unanimously.

Director Allen then discussed and asked that the Registration and Elections Commission to consider the drafting a letter to the Pickens County Legislative Delegation requesting that they consider drafting legislation that would combined all “County Voter Registration Boards and County Elections Commissions” under one uniform state law instead of individual local legislations. The combining legislation should preserve the local Legislative Delegation’s authority to appoint their County’s Registration and Elections Commissioners through the Governor’s Office. It should also preserve the County Registration & Elections Commissioners’ authority to appoint and supervise their agencies’ Executive Director, which serves at their pleasure. Each County Registration & Elections Commission’s Executive Director should have the authority to hire/appoint and supervise his/her subordinate staff necessary to carry out his/her agencies’ functions. Chairperson Campbell asked for a motion that Director Allen to draft such said letter. Ms. Bowers made motion for Director Allen to draft letter to Pickens County Legislative Delegations addressing the combination of both said offices. Ms. Robinson seconded the motion. All in favor and with no discussion was passed unanimously.

Commission will meet again to approve letter.
