April 2, 2013 Commission Meeting Agenda

A regular monthly meeting of the Pickens County Registration & Elections Commission will be held Tuesday, April 2, 2013 at 4:30pm in their office inside the Pickens County Administration Facility.

The following items are on the agenda:

IV. Public Comment

This is an opportunity for citizens to come before the Commission with various issues. Citizens who wish to speak during the public comment period do not have to register or signup in advance. Each person is limited to 5-minutes of speaking time. Maximum total public comment time is 20 minutes.

V. Director’s Report

a. Reminder to File Ethics Forms by April 15th

b. SEC Certification Training

c. Veterans Affairs Officer Advisory Election Update

d. City of Liberty Election Update

e. Polling Places

f. Bill to move State Election Commission under Secretary of State (and possibly county election commissions)

VI. Motion period for old and new business

a. Old Business

1).  Consider moving the 116 Mountain View Precinct from the current Mountain View Church (336 Mountain View Church RD Six Mile, SC), which is outside of the Mountain View Precinct, to the Mile Creek Baptist Church (104 Lakeside DR Six Mile, SC), which is in the center of the 116 Mountain View Precinct.  This would affect approximately 1,096 registered voters.

2).  Consider moving the 142 Crestview Precinct from the Presbyterian Home (205 Bud Nalley DR Easley, SC) to Smithfields Country Club (100 Pine Ridge DR Easley, SC).  This would affect approximately 1,118 registered voters.

3).  Consider moving the 142 Crestview Precinct from the Presbyterian Home (205 Bud Nalley DR Easley, SC) to St Michaels Episopal Church (1200 Powdersville RD Easley, SC).  This would affect approximately 1,118 registered voters.

4).  Consider moving the 143 Sitton Precinct from the St. Michaels Episcopal Church (1200 Powdersville RD Easley, SC) to the Presbyterian Home (205 Bud Nalley DR Easley, SC).  The Presbyterian Home is inside of the Sitton Precinct and is the current voting location of the 142 Crestview Precinct.  This move would allow residents of the Presbyterian Home to vote at the Presbyterian Home instead of driving to St Michaels Episcopal Church.  This would affect approximately 1,137 registered voters.

5).  Consider moving the 129 West Liberty Precinct from the Liberty First Baptist Church (403 Edgemont Ave Liberty SC), which is outside the 129 West Liberty Precinct, to Calumet Baptist Church (400 S Peachtree ST Liberty, SC), which is inside the West Liberty Precinct.  This would affect approximately 1,062 registered voters.

6).  Consider moving the 128 Rices Creek Precinct from the Former Liberty Middle School (now a county owned building – 310 W Main ST Liberty, SC), which is outside the 128 Rices Creek Precicnt, to the Liberty First Baptist Church (403 Edgemont AVE Liberty, SC), which is inside the 128 Rices Creek Precinct.  This would affect approximately 1,071 registered voters.

b. New Business

1).  Consider recommending to the Pickens County Legislative Delegation changes to the SC Act 489 of 1998 (Pickens County Veterans Affairs Officer Advisory Election) so as to require only one voting location (the Office of the Pickens County Registration & Elections Commission) due to the low volume of participants and expense of opening the currently required 5-locations.
