The General Election for Federal, State, and County officers, Constitutional Amendment Questions, local candidates and questions will be held on Tuesday, November 6, 2012.
Any person wishing to vote in this election must register no later than Saturday, October 6, 2012. To register to vote in Pickens County or update your address and/or other voter registration information:
- Visit the Office of the Pickens County Registration & Elections Commission at 222 McDaniel Ave Pickens, SC 29671. The office is open Monday through Friday from 8am to 5:00pm. In addition to our normal office hours, the Office of the Pickens County Registration & Elections Commission will be open from 8:00 a.m.to Noon on Saturday, October 6, 2012 to accommodate citizens who want to register to vote or update their address.
- Visit our website: http://pickenselections.org/, download, complete, and print the voter registration application, and either:
- Mail the application to the Pickens County Registration & Elections Commission at 222 McDaniel Ave B-9 Pickens, SC 29671. (must be postmarked by October 6th), or
- Fax the application to the Pickens County Registration & Elections Commission at 864-898-5637 (must be received by October 6th), or
- Scan the application and email the image as a file attachment to the Pickens County Registration & Elections Commission at the following email address: firstname.lastname@example.org (must be received by October 6th).
As required by SC Code of Laws7-13-1390(c), the Pickens County Registration and Elections Commission shall conduct a public test of its M-100 optical ballot scanners that will be used in the election. M-100 optical ballot scanners are used to tabulate the paper optical scan ballots cast in the Absentee (by mail), Emergency, and Failsafe Precincts. The public test shall occur at10:00 a.m. on Friday, November 2, 2012 in the Auditorium (County Council Chambers) inside the Pickens County Administration Facility (222 McDaniel Avenue Pickens, SC 29671.).
Voters who are blind, physically disabled, or unable to read or write are entitled to assistance in casting their ballot. This assistance may be given by anyone the voter chooses except his employer, an agent of his employer, or an officer or agent of his union. The Managers must be notified if assistance is needed.
Voters who are unable to enter their polling place due to physical disability or age may vote in the vehicle in which they drove, or were driven, to the polls. When notified, the Managers will help these voters using the curbside voting provision.
Registered electors who cannot vote in person may be eligible to vote by absentee ballot. Absentee ballot application requests can be made by going to our website: http://pickenselections.org/absentee-application-request/ or by calling the Pickens County Registration and Elections Commission office at 864-898-5948 or 864-898-5949.
At 9:00 a.m. on Election Day the Pickens County Registration & Elections Commission will begin its examination of the absentee ballot return envelopes inside their office inside the Pickens County Administration Facility (222 McDaniel Ave B-9 Pickens, SC 29671).
On Friday, November 9, at 9:00 a.m. the Pickens County Registration and Elections Commission serving as the Pickens County Board of Canvassers will hold a hearing to determine the validity of all provisional ballots cast in these elections. This hearing will be held at 9:00 a. in the Auditorium (County Council Chambers) inside the Pickens County Administration Facility (222 McDaniel Ave B-9 Pickens, SC 29671).
The following Constitutional Amendment Question will be placed on the ballot:
Amendment 1 – Beginning with the general election of 2018, must Section 8 of Article IV of the Constitution of this State be amended to provide that the Lieutenant Governor must be elected jointly with the Governor in a manner prescribed by law; and upon the joint election to add Section 37 to Article III of the Constitution of this State to provide that the Senate shall elect from among the members thereof a President to preside over the Senate and to perform other duties as provided by law; to delete Sections 9 and 10 of Article IV of the Constitution of this State containing inconsistent provisions providing that the Lieutenant Governor is President of the Senate, ex officio, and while presiding in the Senate, has no vote, unless the Senate is equally divided; to amend Section 11 to provide that the Governor shall fill a vacancy in the Office of Lieutenant Governor by appointing a successor with the advice and consent of the Senate; and to amend Section 12 of Article IV of the Constitution of this State to conform appropriate references?
Explanation – A ‘Yes’ vote will require, from 2018 onward, the Governor and Lieutenant Governor to run on the same ticket and be elected to office jointly. As a result, the Lieutenant Governor will no longer preside over the Senate and the Senate will elect their presiding officer from within the Senate body.
A ‘No’ vote maintains the current method of electing the Governor and Lieutenant Governor separately. The Lieutenant Governor shall continue to serve as President of the Senate.
Due to demographic changes and growth in number of registered voters, the SC State Legislature passed new precinct lines for Pickens County that will be in effect for the November 6, 2012 General Election, increasing the county from 52-precincts to 61-precincts. This means that some voters will be voting at a different precinct or voting location than they have in the past. This will result in far shorter lines on Election Day and an overall better voting experience. The Pickens County Registration and Elections Commission will mail new voter registration cards to all registered voters in the county.
