Additional Information for Town of Norris Election

A 2002 amendment to Section 7-13-190 (E) provides that, for municipal elections, no election is held if the same number of candidates file as seats to fill and no person has filed a declaration to be a write-in candidate within 14-days after the close of the filing period. Therefore, no municipal election shall be held for the Town of Norris unless a person files as a write-in candidate with the Town Clerk at the Town hall by Noon, September 15th 2009.

PLEASE TAKE NOTICE that the Pickens County Registration & Elections Commission will be conducting the municipal election for the Town of Norris to be held Tuesday, November 3rd, 2009 for the purpose of electing two Town Council Members.

Such election will be held in accordance with the statues of the State of South Carolina and ordinances of the Town of Norris governing elections.

Every person offering to vote must be duly registered on the County Books of Registration for Pickens County, as an elector and a resident of the Town of Norris thirty days prior to the date of election, that being the 3rd day of October, 2009. Any person wishing to register to vote in this election must do so no later than Saturday, October 3rd, 2009.

The polling place for this municipal election will be the Norris Town Hall located at 103 E. Jamison St. Norris, SC 29667. All registered voters in the following precinct who reside inside the Town of Norris will vote at the above location: 112 Norris.

The polls will be opened at 7:00 A. M. and will remain continuously opened until they are closed at 7:00 P. M. on the evening of November 3rd, 2009. The polls will be under the supervision of the Managers of the Election who have been appointed by the Pickens County Registration & Election Commission, which has been directed to conduct this election.

Voters who are blind, physically disabled, or unable to read or write are entitled to assistance in casting their ballot. This assistance may be given by anyone the voter chooses except his employer, an agent of his employer, or an officer or agent of his union. The Managers must be notified if assistance is needed.

Voters who are unable to enter their polling place due to physical disability or age may vote in the vehicle in which they drove, or were driven, to the polls. When notified, the Managers will help voters using this curbside voting provision.

Registered electors who cannot vote in person may be eligible to vote by absentee ballot. Persons wishing more information concerning absentee voting should contact the Pickens County Registration & Elections Commission by e-mail: staceyf@co.pickens.sc.us or by phone: 864-898-5948.

This is a non-partisan election and no party affiliation shall be placed on the ballot.

The process of examining the returned-addressed envelopes containing absentee ballots will begin at 9:00 A. M. on the morning of the election in the Registration & Elections Commission Office inside the Pickens County Administration Building located at 222 McDaniel Ave. Pickens, SC 29671. The hearing on any ballots challenged in the election will be held Thursday, November 5th, 2009 at 9:00 A. M. in the Pickens County Board Room inside the Pickens County Administration Building located at 222 McDaniel Ave. Pickens, SC 29671.

Any run-off election will be held two weeks after the election on Tuesday,
November 17th, 2009.
